“Yes, I firmly believe that ICE has gone too far, and that substantial reform is necessary. I speak as a lawyer, one who spent three years early in my career as an assistant county prosecutor, during which I worked with many different law enforcement entities, including municipal police departments, county sheriffs’ offices, and the state highway patrol.
From all appearances and available information, ICE/CBP agents do not receive the same level of training, nor the same instruction regarding the laws of law enforcement conduct. They are nearly all masked. They do not appear to wear distinctive uniforms, nor do they appear to operate in distinctively marked vehicles. Body cameras and dash cameras are not presently being utilized. Too many agents behave toward the general public in ways that would get officers in most municipal police departments disciplined, if not terminated. They have had little or no supervision by those above them in the chain of command, with the result that they are allowed to conduct themselves without any apparent accountability or restraint. Clearly, the tide of public opinion is turning against this rogue manner of operations. It has become a stain on the law-enforcement community.”
