Gov. Josh Stein says the North Carolina budget needed to do more than keep the lights onโit needed to invest in the people holding the state together.
He pointed to double-digit raises for starting teachers, an average teacher pay increase of about 8%, higher pay for law enforcement, and funding for Medicaid. Stein also criticized the legislature for falling short on Medicaid, saying the final budget only got part of the way there.
