A state Workforce Development Board announces NC reentry program intended to help formerly incarcerated people.

The NCWorks Commission, North Carolina’s workforce development board, has announced a call for applications for a reentry grant. Gov. Roy Cooper made the announcement as part of a broader initiative aimed at addressing workforce challenges and supporting local endeavors.

This competitive grant, offered through the NCWorks Local Innovation Fund, is valued at up to $125,000 and is intended to provide support to local partnerships focused on reentry efforts. The grant is envisioned as a two-year implementation grant and is intended to have a lasting impact on the communities involved.

“This fund not only fuels innovation but also advances the vital mission of reentry for formerly incarcerated people,” Cooper said, adding that “By strengthening these programs and partnerships, we pave pathways to rebuild lives and ensure safer communities.”

The Local Innovation Fund is particularly interested in projects that address the reentry population, which is traditionally underserved and disconnected from the education and workforce system.

Key areas of interest for the fund include projects that foster community organization diversity, increase educational attainment, address workforce diversity, equity, and inclusion, and develop talent pipelines for in-demand and high-wage jobs.

The NCWorks Local Innovation Fund is aligned with the state’s First in Talent Plan, as confirmed by N.C. Commerce Secretary Machelle Baker Sanders. The plan aims to foster diverse solutions for workforce challenges, including those faced by individuals with justice system involvement.

The application process is now open, with a deadline of June 7, 2024. Successful applications will demonstrate a strong collaborative team, an innovative idea, and robust local support in the field of reentry. Each partnership must include the local area Workforce Development Board as the lead agency, along with education, community, labor, and business leaders.

The Local Innovation Fund is an initiative of the NCWorks Commission, with the Division of Workforce Solutions within the N.C. Department of Commerce helping to administer the fund. The State Fiscal Recovery Fund, a component of the federal American Rescue Plan Act which provided $5.4 billion to North Carolina, is the source of funding for this grant.
